Surely the absolute key is the comprehensive risk assessment. If one asked any of the regulators, they would say, “Oh yes, we’re certainly aiming at the cases where some regulation is needed.” The point, however, is that many of them have not done a comprehensive risk assessment—as the Minister just said—so they are not doing that. What is needed is for the concept of the comprehensive risk assessment to be brought right to the centre of the Bill.
