Even if the Minister were the deputy Chancellor of the Duchy of Lancaster in 100 years’ time, there would be no guarantee that the Home Secretary of the day, the Lord Chancellor or even the Chancellor of the Duchy of Lancaster himself might not refer to his better judgment the question whether a particular matter should be put through a proper degree of scrutiny.
