I will address the first part of the Minister's final sentence. I am happy to withdraw the amendment to a section that does not exist, as the Minister put it. I am more than willing to seek leave of the Committee not to put the modified amendment while I consider what he has said He made a straightforward assertion rather than a justification, but I accept that the onus is on me to consider the points I made and whether his assertion that it is unnecessary and makes no difference is correct. I beg to ask leave to withdraw the amendment.
