My hon. Friend needs to realise that if the scheme is to be acceptable, it needs to be introduced on the basis that the bulk of the costs are costs that would be incurred in any event to introduce the new passport scheme. If 80 per cent. of citizens have a passport, and will need to obtain one of the new passports and have to pay for it, that could be acceptable. It would not be acceptable to ask the remaining 20 per cent. of people who do not have a passport to pay £100 for an ID card. Some time over the next few months, we must find out what charges will fall on the 20 per cent. who do not have a passport and do not want one but who will need, in due course, to get an ID card.
