Order. The hon. Gentleman is drawing on his experience in Northern Ireland, and I well understand why. However, I have to have mind to the order of the Committee. I have looked carefully at clause 8 and it seems to me that the hon. Gentleman is beginning to go into Second Reading territory.
I do not wish to curtail debate and am perfectly happy to have a stand part debate now, rather than at the end of the clause, if that suits everybody. However, I cannot allow another Second Reading debate.
