I am grateful for the Under-Secretary's lucid explanation of why the Bill is as it is. I wish to reserve my position on this subject so that I may, perhaps, raise it again when we address detailed legislation on how the cards are issued. I note that the Under-Secretary has said that in prescribed cases exceptions could be made. As we have had a useful discussion, I beg to ask leave to withdraw the amendment.
