The Minister has helped me to refine what I was trying to reach for; perhaps he can guide me. It may be more helpful to those following our deliberations if he could clarify what is meant by a public authority for these purposes. He will appreciate that many organisations are public authorities, and it would be useful in this context if he defined it before we continue our deliberations.
