It seems that the Minister is saying that under this legislation the glass is half full, not half empty. The hon. Member for Northavon (Steve Webb) is right to ask what the Bill does for employees in the exempt categories. He and I, in different ways, are coming from the same sort of place. I believe that it is right to have certain exemptions and the Liberal Democrats do not, but we are both mindful of the health consequences of second-hand smoke for people who work in those environments. The Minister has not yet said how she will protect their health.
