It has been a fascinating debate. We appear to have a split Cabinet on this issue. We had interesting contributions on Second Reading, which showed that many Labour Back Benchers opposed this measure. The chief medical officer threatened to resign. I suspect that the only reason why he has not is that he hopes to improve the position by regulation later. This measure is illogical. Enforcement will be very difficult. We know that from the Local Government Association and others. It will widen health inequalities and so I must insist on putting my amendment to the vote.
