I beg to move amendment No. 32, in clause 16, page 11, line 34, at end insert—

‘(1A) No special school which caters for—

(a) children with moderate learning difficulties, or

(b) children with severe learning difficulties,

shall be discontinued by a local authority without a direction from the Secretary of State.'.
