No, that is not what I said. There are such circumstances, but they relate to clause 9. I was outlining the criteria that the Secretary of State would bear in mind in determining whether a local authority could enter a community school into a competition, so I spoke in the context of the competition provisions of clause 7. Permission to enter a community school into a competition is not endorsement of that school but acceptance that it may take part in the competition. The competition would, of course, be judged by the adjudicator in those circumstances.
