I do not see why there should be a presumption in favour or otherwise. Would it not be easier to have a system in which such schools were funded through money that followed the pupil? If the school wanted to expand, it would expand. If it were unpopular, it might contract and, in an extreme case, close. I do not understand why the local authority would have to be involved at all. Why could there not be full parent power?
