Those are the words of the Secretary of State on Second Reading of the Bill that became the Education Reform Act 1988. Is it fair to say, therefore, that the Government have learned the lessons that we learned some time ago—that delegating power to schools and widening choice would drive up standards? Does that represent a Pauline conversion?
