Clause 2 simply provides for the short title of the Bill, in subsection (1), and for its extent, in subsection (2). The Bill does not affect the provisions for the revaluation of domestic properties in Wales, where Executive functions relating to local government are rightly devolved. We have consulted the National Assembly Government on the subject matter of the Bill and they have indicated that they are content that it has no effect on council tax provisions relating to Wales. For completeness, I should also highlight that the Bill’s provisions have no impact on the position in Scotland or Northern Ireland, which is, of course, different from that in England and is subject to an entirely separate process of review.
