May I clarify the purpose? Many submissions have been made by outside bodies—the Law Society was referred to with reverence—and another place has considered the amendments in detail, but the Committee is responsible for the final decision.
There is an unhealthy presumption—if I may say so, Sir—that everything that has been submitted by everyone else is to be taken as read and that this is simply to be an exercise in submitting things.
