The clause requires a change in the ownership of aright of common that is held in gross to comply with prescribedrequirements. If it helps the Committee, lawyers call a right held ingross “incorporeal hereditament”, a term with which I amsure the hon. Member for Meirionnydd Nant Conwy, if no one else, isfamiliar.
