In the original draft of the Bill submitted by my hon. Friend the Member for Edinburgh, North and Leith, clauses 7 and 10 gave power to the Secretary of State to make orders and regulations. This clause is drafted to clarify those powers. As clauses 7 and 10 are no longer part of the Bill, clause 12 is no longer required. Therefore, as I hope was always clear, I oppose its standing part of the Bill.
