My hon. Friend makes an important point about how the outcome of the consultation might be a code that not only indicates the general direction of travel, but lays things down very clearly by specifying, for example, the years after which building regulations might be introduced and the level at which those regulations might be introduced. I am thinking of the levels that are currently part of the building code consultation.
