On that very point, bearing in mind that the Government considered putting something in the Bill, and in the light of their comments and the judges’ statements, surely there is something, somewhere that could be included and would be perfectly safe. My second point relates to the welfare checklist, which I understand is a secondary consideration. Does the Minister concur that something within the welfare checklist would not conflict with the overall paramountcy?
