The Bill is based on the principles in the Children Act; it refers to the Children Act throughout. As the hon. Gentleman knows, the paramountcy principle is enshrined in that Act and therefore that is the principle on which the measures in the Bill are predicated. As the hon. Member for East Worthing and Shoreham admitted, perhaps inadvertently, the amendments would pre-empt the welfare principle. That is precisely what they would do.
