I have great respect for some of the organisations that the hon. Gentleman mentioned, but I would like to ask him about his amendment. It seems to me that schools are in a different category from other forms of provision because there is an advantage in terms of stability, custom and practice in kids going to pre-school classes in a primary school and then going on to the school itself. To see local authorities as providers of last resort does not seem to make sense.
