I agree entirely with the hon. Lady. As I have said several times, I come from an authority where the supply of child care is very low and has been increased only by good partnership. That has often meant the provision of land. Therefore, I support the hon. Lady, but, as this practice has been taking place in my authority over the past eight years, I wonder whether it is necessary to put it in the Bill.
