But the hon. Member for East Worthing and Shoreham says that the matter will be addressed by asking local authorities not to create measures to address the inequalities, nor to prioritise it, but to concentrate on raising quality of standards, which in itself, he says, will raise the outcomes of the most disadvantaged families. My experience tells me that it will not.
