Is the Minister suggesting that, as part of the due diligence test, all collectors should sign a form saying that they do not have any kind of unspent conviction? I thought that one thing we were trying to do was to rehabilitate offenders and help people who have had difficult lives, and that one of the routes for doing that was through the voluntary sector. I hope that he is not, inadvertently, imposing a new condition.
