Clause 59(5)(b) is relevant, but it must be read in conjunction with clause 60, which deals with the grounds for permit refusal. The hon. Gentleman could tell me what he is getting at, but it seems to me that the material part of that provision is in clause 60(1), which sets out the grounds on which a permit can be refused by local authorities.
