Does the right hon. Gentleman agree that, rather than dealing with a specific case, the matter highlights a general anomaly? It might be that other public sector individuals should be bought within a definition. The hon. Member for High Peak asked whether we should cancel that if it clearly does a disservice. He was making the point that we cannot add a 13th, 14th or 15th. Perhaps we are talking about the wrong 13th, but there should be a 13th category.
