We have spent a long time discussing the importance of the duty of care, and this is a duty of care by the Government to ensure that the sentiment that we have all expressed during our sittings is written into the Bill. We want a proper duty of care, so we must insist that those who are delegated powers by the Bill can also, because they are trained properly, exercise that duty of care. The flexibility to which the Minister refers is well intentioned, but it is a grave danger, and I hope that he will reconsider it.
