I understand why my hon. Friend is not going to press his new clause to a vote, but I feel that there is a general acceptance in the Committee that he has made a powerful case for a change in the law. If the Minister has to resist the measure today—because of his brief, and his beliefs—I do not think that that will be the end of the argument. My hon. Friend has made huge progress in winning support that will be reflected generally in the House, if it considers the matter independently. I am certain that he reflects sentiment   in the country. I hope that the Minister, although he may congratulate himself on resisting the new clause, will reflect on it, as the time for change has come.
