I have been listening carefully to the Minister. It sounds as though he is breaking new ground and trying to legislate specifically for an offence that is committed abroad by a non-British national in a foreign jurisdiction, but the person would still be committing an offence in the UK. Am I correct? Are we breaking new ground?
