Order. Before the hon. Member for Newark (Patrick Mercer) is sucked too far down the road of discussing what is Liberal Democrat or Conservative policy, I must tell the Committee that we need to stick to the terms of the amendment and discuss whether the card should be free, rather than take a broader view of what else the money might pay for.
