The clause does not talk about outside the school gates. It talks about in the vicinity of a school. I hope to explain the reasoning behind that. I do not think that the jolly local drug dealer necessarily comes along and stands straight outside the school gate. We are not implying that, although it may happen on occasion and those people will be caught by this offence. We are talking about the vicinity of a school, and we will provide guidelines on what exactly we mean by that.
