As I said in an earlier debate, the aggravating factor of selling drugs to vulnerable persons already exists, which includes those under 18. Therefore, in some of the circumstances that Members have given as examples, I would suggest that factor is already covered. For example, if someone was dealing on a school bus they would be dealing directly to young people and therefore the aggravated factor would be covered by that area. Similarly in other examples where there is direct dealing to young people they would be covered by that aggravated factor.
