First, the Minister will have heard what the hon. Member for Chesham and Amersham said about the number of offences involving 14 to 17-year-olds. I will not rehearse those remarks. Secondly, I do not know whether she is saying that all 16 to 18-year-olds are vulnerable people. That is a rather sweeping statement. When I first spoke to the amendment I explained to her, and she nodded in agreement, that 16 and 17-year-olds would be best placed to commit these offences.
