I tabled a parliamentary question to the Minister and it seems that there is no direct evidence, which is surprising. Before the Government recommend that the maximum fine for an offence should be raised fivefold, which is what some of the proposals envisage, one might imagine that they would do their homework. The best information that they have is provided by the Local Government Association, which shows that little use has been made of the penalties.
