The hon. Gentleman talked about the issue of larger families. A specific amendment tackles that later on. They are the sorts of people who might end up buying a second car to take their children to school. The cost-benefit analysis might indicate that paying for many children on a bus is greater than the cost of buying a car, if one considers the lifecycle of a car. Therefore, more people will be forced on to the road because of charging, as opposed to people being taken off the road and traffic congestion being reduced, which the measure seeks to achieve.
