In London, with which the Minister is more familiar given his role as the Minister in the education team responsible for London matters, there are huge cross-borough movements of pupils every day—41 per cent. of children in Lambeth are educated outside Lambeth. Given the impact of that on traffic congestion, the issue of LEAs working together is important, but there is the additional aspect that much of school transport in London is dealt with by Transport for London.
