I thank the hon. Member for Canterbury for drawing to the Committee's attention the detailed letter from the Joint Committee on Human Rights. If hon. Members have not seen it, I advise them that they should do so. I was planning to raise it now, because it deals with clause 2(4), to which the amendments relate. The Joint Committee advised the hon. Gentleman on other clauses, but wanted to reserve its view on clause 2 until now.
