I am interested in what the hon. Lady has to say. The Minister has acknowledged that the funding that might be required will not be available. Does the hon. Lady agree that the voluntary and charitable sector can fill the gap and ensure standards in independent advocacy? One example is the advocacy scheme started by Age Concern in Cheshire some years ago. Many volunteers, including many who had taken early retirement and wanted to be involved, trained and proved to be good independent advocates. Is not that one way forward?
