Anticipating the good argument that the hon. Gentleman is developing, I should like to add that we should also consider the protection of the person who is dealing with the individual concerned, perhaps in connection with a financial or welfare matter. There is the question of knowing the status of the person—whether he still has mental capacity—and whether someone is claiming to have triggered an LPA without having succeeded in doing so.
