I have much sympathy with what the hon. Gentleman has said. We have a delicate balance to achieve. On one hand we must provide viable and effective independent advocacy where there is a clear need for it. On the other hand, we cannot permit unlimited advocacy for everyone, which would have resource implications and dilute the Bill's impact.
