The Under-Secretary talked about needing to protect the ability of the coroner to carry out his wider functions, but surely that would be covered by the first part of subsection (1), which states:
''purposes of functions of a coroner''.
Therefore the alternate phrase—
''or under the authority of a coroner''—
is not required.
