We have heard from my right hon. Friend the Minister that the vulnerability of the residents is an important consideration in the Bill, and I am sure that we all support that. Does the hon. Gentleman accept that the vulnerability of many HMO residents who are not covered other than by the discretionary powers is a cause of concern?
