Does the hon. Gentleman agree that the rot started with the controversy over the Churchill papers a number of years ago, which impacted on people's perception of the lottery? In particular, will he acknowledge on the record that there are thousands of very good projects around the country and that it has taken the lottery operators, organisers and distributors some time to put across that positive message?
