Clause 23 - Condition that may be required to be imposed by English funding bodies
Higher Education Bill

Mr David Rendel (Shadow Minister (Higher Education), Education & Skills; Newbury, Liberal Democrat)
Of course the overall picture is different when we take allowances into account, but nevertheless I have made the point plain that the marginal rate of tax is paid by those earning more than £15,000 up to when they pay the higher rate of income tax. At that point it becomes 51 per cent., even higher than the Liberal Democrats would be charging those earning £100,000. But in the middle, where one pays the standard rate of income tax, one would be paying a marginal rate of 42 per cent.
