There are many ways to describe it, and perhaps cartel is the right word, but I shall not stray too far into market theory. It is important that Committee colleagues from all parties understand that we are dealing with a grossly imperfect market. My proposals and the Government package are designed to make that market work better, particularly for those whom Members of all parties represent. We should get as many youngsters as are qualified into the university place that they deserve.
