Does the hon. Gentleman accept that the level of grant given to the student will be contingent on the income of the family from which they come and that the level of repayment of any fees owing will be contingent on the income of the graduate once they are earning? There are two distinct areas here: grants and fees. The hon. Gentleman is—I am sure inadvertently—continuing to confuse them.
