May I assist my hon. Friend with something even more up to date than that? Just before the last general election, when Ministers were saying not only that they did not intend to introduce top-up fees but that they were unnecessary, the then Minister with responsibility for higher education said:
''The Government's position on 'top-up' fees is clear—we are opposed to them and have legislated to prevent universities from levying such charges. Nor are 'top-up' fees necessary.''—[Official Report, 16 January 2001; Vol. 378, c. 173W.]
He went on to claim how much the Government were giving to universities.
