I rise to speak to amendment No. 4, so clearly outlined by the hon. Member for
Sutton and Cheam. The amendment would make clause 2(1)(b) read as follows:
''the prevention of the spread of infection disease, including education and promotion''.
That is incredibly important. The terrorist attacks that have been perpetrated against this country—mercifully unsuccessful so far, owing to the work of our outstanding security services and police forces—have all been relatively conventional.
