I was about to conclude by saying that we cannot accept amendments Nos. 25 and 26, which would effectively remove certain events from the regulatory regime and are neither appropriate nor desirable. Therefore, I ask the hon. Member for Surrey Heath (Mr. Hawkins) to withdraw his amendment.
