Clause 19 - Charging
Fire and Rescue Services Bill
3:15 pm

Mr Philip Hammond (Runnymede and Weybridge, Conservative)
The hon. Gentleman knows very well that that is not the case. The insurer of the person at fault might pay, but those who pay include the victim, the person at fault and the passing motorists who have not had an accident for years. All motorists pay because insurance is based on the principle of pooled risk.
